Step 5

Identify government procurement opportunities.

A.) The government’s Long Range Acquisition Estimates (i.e., procurement forecast) is an excellent tool for identifying projected contractual requirements for future fiscal years.

This information is available on the web sites for various departments and buying offices. Search results provide projected contractual requirement descriptions, dollar values, buying commands, technical and buying points of contact, and acquisition strategies (full and open, set aside, etc.).

B.) The Department of Defense E-mall (DOD EMALL) is a site where DOD buyers look for off-the-shelf, finished goods from the commercial marketplace. Vendors who want to market their products to the DOD create an online store in this electronic mall for government buyers to browse.

The DOD EMALL has three corridors:

  1. parts and supplies,
  2. information technology, and
  3. training.

Each corridor has stores with relevant products.

In addition to providing one-stop visibility for ordering from DOD electronic catalogs, the DOD EMALL offers cross-store shopping, which allows for comparison pricing and best value decision making. It also provides one-stop visibility of order status.

The EMALL provides the benefits of reduced logistics response time and improved visibility of both government and commercial sources of supply, as well as facilitating the use of the government purchase card.

C.) The Federal Business Opportunities (FBO) web-site will help you identify Federal Government procurement opportunities.

Note: FedBizOpps.gov was designated as the single source for Federal Government procurement opportunities that exceed $25,000. All agencies must use FedBizOpps.gov to provide the public access to notices of procurement actions over $25,000.

D.) When you find opportunities you may need copies of government specifications and standards. Remember, a PTAC should be able to help you get these specs. Many items will have drawings and technical information that you’ll need to see. The ABIWeb Server is a system that allows Engineering Data Lists (EDLs) and digitized drawings for open procurements to be electronically retrieved by the public.
